Frews Managed Fill Waste Acceptance Procedure
Frews Quarry Limited operates a quarry and managed fill at the corner of Plantation Road and
Thwaites Road, Hororata. There is a single entrance onto the site. Follow signs for managed fill
disposal. DO NOT TAKE TRUCKS LOADED WITH MANAGED FILL INTO CLEAN QUARRY AREA. Trucks
intending to drop a load of managed fill and then leave the site with a load of clean gravel must go
through the truck bed/bin and wheel wash after unloading and before proceeding to the clean
gravel stockpile area.
The managed fill is consented to take soil with certain contaminants including asbestos, see
Table 1 – Accepted and Prohibited Materials and
Table 2 - Managed Fill Waste Acceptance Criteria.
For ALL deliveries, a Managed Fill Waste Profile Form (see following pages) MUST be completed,
appropriately certified, and submitted to the Hororata Managed Fill assessor, prior to first delivery
of the managed fill. The assessor will review the Managed Fill Waste Profile Form and determine
whether the managed fill can be accepted. If the application is approved a site-specific
Managed Fill Waste Disposal Permit Number will be generated. The Managed Fill Waste Disposal Permit Number
must be included on all manifests accompanying managed fill loads arriving at the site.
Applications for disposal (by submission of the Managed Fill Waste Profile Form) must be received a
minimum of three (3) working days prior to delivery of the managed fill material to the managed fill.
Completed Managed Fill Waste Profile Forms and disposal questions should be submitted to the

All managed fill loads arriving at the Hororata managed fill shall be accompanied by a completed
Managed Fill Waste Manifest form in duplicate that will include the following information:
- Site-specific Managed Fill Waste Disposal Permit number
- Site identification/address
- Managed fill hauler name and contact details
- A brief description of the managed fill material
- Approximate volume/mass of load
Managed fill loads with soil containing asbestos must arrive at the managed fill entirely wrapped
in sealed layers of polyethylene plastic a minimum of 200 µm thick, in accordance with the current
WorkSafe Asbestos Management and Removal: Approved Code of Practice. Managed fill
contained within sealed plastic bags and wrapped in a single layer of plastic sheeting will be
accepted.
Trucks with un-approved loads, loads that do not match the description on the approved Managed
Fill Waste Manifest Form, or loads that included any prohibited waste WILL BE SENT AWAY. Loads
accompanied by a Managed Fill Manifest form that does not display a valid Managed Fill Waste
Disposal Permit Number may also be sent away, or disposal will be delayed. Managed fill loads
found to contain prohibited materials during or after tipping has occurred, will be loaded back into
the haul truck that it came in, and sent away from the sites.
Frews will validate random loads. Those loads will be held separately until validation confirms that
the load can be placed in the managed fill. Loads where the results of Frews-collected validation
samples exceed the maximum waste acceptance criteria or expected load concentration will be
rejected and must be removed from the site. The generator of the managed fill material transported
to the Hororata managed fill is responsible for the proper disposal of all rejected loads (whether still
in the truck or after having been dumped). The generator may incur a fee from Hororata Managed
Fill associated with reloading rejected waste onto the haul truck it arrived in, and/or
decontamination of land or equipment.
The maximum hours of operation of the Managed Fill are 7:00am to 7:00pm, Monday to Friday,
7:00am to 2:30pm, Saturdays, excluding public holidays.
ALL TRUCKS THAT ARE USED TO DISPOSE OF MATERIAL IN THE
MANAGED FILL MUST USE THE TRUCK BED AND WHEEL WASH WHEN
EXITING THE PIT, BEFORE DRIVING ON ANY ACCESS ROAD AT THE
SITE.
